Dr. Katie Brown and Gregg Levin are the two executive officers of Voxy EnGen PBC, a 22-person Delaware public benefit corporation that sells workforce English upskilling to state agencies, employers, and nonprofit partners. This is a profile of who they are and what the public record shows about what they have done.

Before industry, Brown was Principal Investigator at the University of Maryland Center for Advanced Study of Language (CASL), a DoD-funded research center that evaluates technology-mediated language training for US government and intelligence-community agencies. Her CASL role ran December 2006 to June 2012 — six years as a government-facing applied-linguistics researcher before she ever joined Voxy.
The CASL background does not appear on the EnGen team page or in the company's current marketing. It is a credential found only on her own academic pages and on the UMD CASL archives.

Before Voxy Inc., Brown's academic postings included:
She was a researcher and teaching-track academic, not a self-founder. She joined Voxy as Chief Education Officer; she did not start a company before EnGen.

| Rick Segal | Director (Managing Partner, Rethink Capital Partners) |
| Timothy Murray | Director (Rethink Executive-in-Residence) |

Two consecutive employers in the Milken education conglomerate (Knowledge Learning Corp + KC Distance Learning). When K12 Inc. acquired KCDL in 2010, Levin's name appears in the merger agreement's knowledge-representation clause — Exhibit 2.1 to SEC 8-K 0000950123-10-067878:
Stanley Maron is the secretary of all Knowledge Universe entities (Learning Group LLC, KCDL Holdings LLC, Knowledge Universe Learning Group LLC) per SEC EDGAR signature blocks. His law partner Richard Sandler is the Milken Institute's GLEIF registered agent. Being named in a knowledge rep clause alongside the CEO and Milken's personal lawyer is a deal-document designation of factual-representation responsibility — not a casual mention.
None of this history appears in Levin's current EnGen bio, LinkedIn summary, or any press treatment of the company. The visible bio presents him as "K12 Inc. SVP → K12 Insight President/COO → EnGen CEO."

Timothy Murray is the placement mechanism for two of Levin's three senior postings.
Murray joined K12 Inc. as President / COO in April 2012 (PR Newswire), where he ran operations while Levin ran the Fuel Education GM role. Murray was above Levin in the org chart 2012–2015; Fuel Education was built from $5M to $120M under Murray's watch. Levin reported within Murray's operational scope throughout this period.
Murray joined Voxy Inc.'s board as Executive Chairman in May 2016 via Rethink Education's Executive-in-Residence role. He therefore sat on Voxy's board throughout the spinout decision, and when the Voxy Nai Inc. Form D was filed at Levin's home address on 2020-10-16, Murray appeared as a founding Director alongside Levin, Brown, and Segal.

Despite running Fuel Education from $5M to $120M revenue across seven years, Levin does not appear in any K12 Inc. DEF 14A proxy compensation table. His K12 compensation was never publicly reported. He sat a narrow hair below the senior-executive disclosure threshold, and stayed there.
Two contributions on the FEC record:
| Date | Recipient | Amount |
|---|---|---|
| 2015 | Friends of John Sarbanes (D-MD) | $25 |
| 2022 | ActBlue | $150 |
| Lifetime | $175 |
Levin lives in Kensington MD (zip 20895), DC metro — one of the most politically active zip codes in the US. For reference points in the same ecosystem: brother Roger Levin $4,391; Rick Segal $21,000 (Rethink MP, EnGen director); Lowell Milken ~$5,000; Ryan Milken ~$147,000 (including $100K to Trump 47); Ben Black $53,000+.
Two public speaking engagements are documented in his career: ASU+GSV Summit 2022, and Stanford Center on Longevity Futures Fellows Assembly 2025 (DC) as a guest speaker (not a Fellow — Rethink's Matthew Greenfield was among the 2025 Fellows). Both are ecosystem-mediated placements.
A 2023 LinkedIn post on the "dual bottom line benefit of English upskilling" — the mission thesis for EnGen. It received 45 likes. That is the visible extent of his public voice on the company's subject matter across five years as CEO.

Children: No publicly-visible records. 4BR/4BA house and school-nurse wife suggest family, but no public presence is traceable.
Siblings: Brother Roger Levin (DDS, dental consultant — publicly visible, author of 68 books, FEC $4,391). Sibling Craig Martin Levin has a "limited public profile." The ten US patents Brown invented have moved through three corporate structures, visible in USPTO assignment records:
The April 21, 2022 IP Security Agreement was filed publicly at USPTO two months before the June 2022 press announcement of the Espresso Capital $10M venture debt facility. The collateral was secured before the debt announcement went out.
Voxy Holdings Ltd (the November 21, 2025 assignee) is not visible in the major Western corporate registries. Likely jurisdiction: Ontario or Federal Canada, consistent with Espresso Capital's Toronto base. The November 2025 transaction occurred the same month Voxy Inc. was sold to KnowledgeMotion/Espresso Capital in a distressed sale.
None of this was announced by EnGen, Voxy, or Espresso. It is discoverable only through USPTO assignment search.

The entity EnGen was spun out of — Voxy, Inc. — underwent a distressed sale in November 2025 to KnowledgeMotion / Boclips (Espresso Capital's vehicle). Same month as the USPTO patent reassignment from Espresso Capital Ltd to Voxy Holdings Ltd.
The KnowledgeMotion/Boclips CEO is Muhammed A. "MAC" Chaudhry, confirmed April 2025 (BusinessWire). Chaudhry's prior role: President & CEO of Silicon Valley Education Foundation (SVEF) for 16 years, 2001–2017. His departure from SVEF was abrupt (Mercury News, Sept 11 2017 — announced Friday, effective Monday, no explanation, successor not named for 10 months). 2017–2025 gap filled with MAC Capital Partners (his own firm), DJM Capital Partners, Demco Europe Ltd, Horizon Test Prep, Religion News Foundation, and Ahmadiyya Muslim Community USA (Communications Director).

Rick Segal (EnGen founding director, Voxy Inc. board member since Aug 2013, Rethink MP) was forced out of Rethink Capital Partners in October 2024. His subsequent litigation:

|---|---|---|
| Index 74512/2024 | Westchester Supreme (NY) | Active; valuation dispute |
| 7:25-cv-03225 | SDNY | Closed August 2025 (likely settled) |

Segal claims his 40.9% was worth $20M+; Andersen had valued it at $4.74M. Signed a separation agreement in 2022. Heart transplant in 2009. Named defendants in his suit: CEO Douglas Ray, COO Michael Walden, CIO Jonathan Winer, CFO Shak Chowdhury — breach of fiduciary duty, fraud, breach of contract, conspiracy.

Bennin status — SEC filing vs. public bios diverge. SEC Form D/A April 2026 shows Andre Bennin removed from Fund IV GP. As of April 2026, Rethink's own firm bios and the Rethink Education Impact Report 2024 still list him as Managing Partner. The divergence is unresolved.

Rethink led the 2020 seed at AllHere Education, an education-AI company that won the LAUSD Ed1 contract. The pattern ended publicly:
| Nov 2024 | CEO Joanna Smith-Griffin charged by DOJ — securities fraud, wire fraud, aggravated identity theft, $10M scheme |
| 2024 | AllHere filed Chapter 7 bankruptcy |
| 2024–2025 | Impact-investor press (The 74 Million, ImpactAlpha) named Rethink-appointed board members as having failed governance oversight |
This is a Rethink-ecosystem precedent. AllHere is a different company from EnGen; Brown and Levin have no personal involvement. The reason it sits in the upstream dossier at all is that it was a same-pattern Rethink seed that ended in named-board criticism — one of the public precedents in edtech governance.

| Jan 2019 – Sep 2020 | Senior Portfolio Manager, Knowledge Universe Holdings — managing liquid credit, private credit, special situations (the Milken family credit book) |
| Sep 2020 | Left KU — one month before Voxy Nai Inc. was incorporated at Levin's home address |
| Oct 7, 2025 | Confirmed as CEO, US International Development Finance Corporation (DFC) — Trump appointee |
| FEC lifetime | $53,000+ Republican |
Nothing in the record ties Ben Black personally to EnGen. The data point is that the Milken/Apollo credit-management ecosystem was staffed and active during exactly the window when EnGen was being structured.

EnGen's 2025 impact data shows 67% of learners access via employer (up from 58% in 2024), and employer access is "largely via Guild." Guild's own state in 2024–2026:
| Metric | 2022 | 2024 |
|---|---|---|
| Valuation | $4.4B | $1.3B (–70%) |
| Headcount | ~2,000+ | ~1,500 (25% cut, May 2024) |
| Coach:student ratio | 300:1 | 1,000:1 |
| Key client Disney | Active | Scaled back September 2024 |
| CEO | Rachel Romer (departed after stroke) | Bijal Shah — 37% Glassdoor approval |
Plus: Sacra 2024 reports Workforce Edge may have displaced Guild at Walmart. If confirmed, EnGen's largest employer channel is already broken.

Beyond EnGen, Timothy Murray chairs two other Rethink-adjacent portfolio companies simultaneously:
| Portfolio company | Role | Source |
|---|---|---|
| Cinematic Health Education (CHE) | Chairman & CEO — carve-out of Cognotion, same Rethink + Juvo syndicate as EnGen | Business Wire 2022-06-22 |
| APDS (American Prison Data Systems / Orijin) | Executive Chairman | Rethink portfolio pages; BRIEF.md row 407 |
| EnGen | Chairman (founding director 2020-10-16) | SEC EDGAR CIK 0001815578 |
Age 72+. All three chair seats run through Rethink's Executive-in-Residence role. Cognotion → CHE is structurally the same carve-out pattern as Voxy → EnGen.

Matthew Greenfield is a Managing Partner at Rethink Education. He is named as one of 33 Fellows in the Stanford Center on Longevity Futures Fellows Assembly 2025 (DC). Levin spoke at that same 2025 assembly as a guest speaker — explicitly not a Fellow. BRIEF.md row 378 infers Greenfield likely arranged Levin's speaking invitation.
The only two public-facing Levin speaking engagements documented (ASU+GSV 2022 and Stanford CLon 2025) are ecosystem-mediated, not independently earned.

Each block above passes the documentation test (SEC, court, USPTO, FEC, corporate registry, dated press) but fails the profile test: it does not describe Brown or Levin themselves. It describes the firms, funds, colleagues, adjacent lineage, distribution partners, and prior precedents sitting around them.
A reader building an opinion about Brown or Levin should read this section knowing: they have not been publicly named in any of these matters. None of them are personal litigation, personal transactions, or personal statements. The presence of the material in the dossier reflects the density of the ecosystem, not personal culpability. That is the reason the profile's main body was written without it.
Every factual claim in this document traces back to a primary source. No new claims are introduced beyond what those sources document.
