The UMD CASL Tenure — 2006 to 2012

Before industry, Brown was Principal Investigator at the University of Maryland Center for Advanced Study of Language (CASL), a DoD-funded research center that evaluates technology-mediated language training for US government and intelligence-community agencies. Her CASL role ran December 2006 to June 2012 — six years as a government-facing applied-linguistics researcher before she ever joined Voxy.

The CASL background does not appear on the EnGen team page or in the company's current marketing. It is a credential found only on her own academic pages and on the UMD CASL archives.

Pre-industry academic roles

Before Voxy Inc., Brown's academic postings included:

  • Graduate Instructor, Hunter College (CUNY), New York City
  • Language instructor, domestic and international placements

She was a researcher and teaching-track academic, not a self-founder. She joined Voxy as Chief Education Officer; she did not start a company before EnGen.

Seven peer-reviewed works between 2010 and 2022, across:

  • EuroCALL Review
  • Language Learning & Technology
  • Language Teaching Research

How Brown describes EnGen in her own words

"I incubated EnGen inside of Voxy [and] separated it as an independent public benefit corporation in October 2021." — Kenning Associates, "Women in Tech: Katie Brown of EnGen," 2022-02-22
"As founder and chief education officer of EnGen, a Certified B Corporation, she is pioneering a personalized, career-aligned, mobile-first approach to English upskilling…" — Upstate International Global Conference speaker bio, 2023

The verb pairing — incubated and separated — is the frame Brown uses consistently from 2022 onward. The company's public identity uses "EnGen," not "Voxy EnGen":

The Milken arc — named in the merger exhibit

Two consecutive employers in the Milken education conglomerate (Knowledge Learning Corp + KC Distance Learning). When K12 Inc. acquired KCDL in 2010, Levin's name appears in the merger agreement's knowledge-representation clause — Exhibit 2.1 to SEC 8-K 0000950123-10-067878:

"Levin named in BOTH 'Company's knowledge' and 'Seller's knowledge' definitions alongside Caprice Young (CEO) and Stanley Maron (Milken counsel). Senior executive with company-wide visibility." — BRIEF.md rows 111, 158, paraphrasing the K12–KCDL merger exhibit

Stanley Maron is the secretary of all Knowledge Universe entities (Learning Group LLC, KCDL Holdings LLC, Knowledge Universe Learning Group LLC) per SEC EDGAR signature blocks. His law partner Richard Sandler is the Milken Institute's GLEIF registered agent. Being named in a knowledge rep clause alongside the CEO and Milken's personal lawyer is a deal-document designation of factual-representation responsibility — not a casual mention.

None of this history appears in Levin's current EnGen bio, LinkedIn summary, or any press treatment of the company. The visible bio presents him as "K12 Inc. SVP → K12 Insight President/COO → EnGen CEO."

The Murray relationship — the patron across two companies

Timothy Murray is the placement mechanism for two of Levin's three senior postings.

1. K12 Inc. (2012–2015)

Murray joined K12 Inc. as President / COO in April 2012 (PR Newswire), where he ran operations while Levin ran the Fuel Education GM role. Murray was above Levin in the org chart 2012–2015; Fuel Education was built from $5M to $120M under Murray's watch. Levin reported within Murray's operational scope throughout this period.

2. EnGen / Voxy Nai Inc. (2020)

Murray joined Voxy Inc.'s board as Executive Chairman in May 2016 via Rethink Education's Executive-in-Residence role. He therefore sat on Voxy's board throughout the spinout decision, and when the Voxy Nai Inc. Form D was filed at Levin's home address on 2020-10-16, Murray appeared as a founding Director alongside Levin, Brown, and Segal.

"Murray is the Rethink placement mechanism: Timothy Murray (Rethink EiR) was Levin's boss at K12 Inc. (2012–2015), then joined Voxy's board through Rethink in 2016, then placed Levin as CEO of Voxy Nai Inc. in 2020." — BRIEF.md row 275

Murray's concurrent chair seats (all Rethink portfolio)

  • EnGen — Chairman
  • Cinematic Health Education (CHE) — Chairman (Rethink/Juvo, same syndicate as EnGen, Jun 2022)
  • APDS (American Prison Data Systems) — Chairman

The public record

K12 Inc. — $120M division, no proxy disclosure

Despite running Fuel Education from $5M to $120M revenue across seven years, Levin does not appear in any K12 Inc. DEF 14A proxy compensation table. His K12 compensation was never publicly reported. He sat a narrow hair below the senior-executive disclosure threshold, and stayed there.

Campaign finance — $175 lifetime

Two contributions on the FEC record:

DateRecipientAmount
2015Friends of John Sarbanes (D-MD)$25
2022ActBlue$150
Lifetime$175

Levin lives in Kensington MD (zip 20895), DC metro — one of the most politically active zip codes in the US. For reference points in the same ecosystem: brother Roger Levin $4,391; Rick Segal $21,000 (Rethink MP, EnGen director); Lowell Milken ~$5,000; Ryan Milken ~$147,000 (including $100K to Trump 47); Ben Black $53,000+.

Speaking and media — two visible appearances

Two public speaking engagements are documented in his career: ASU+GSV Summit 2022, and Stanford Center on Longevity Futures Fellows Assembly 2025 (DC) as a guest speaker (not a Fellow — Rethink's Matthew Greenfield was among the 2025 Fellows). Both are ecosystem-mediated placements.

The single visible thought-leadership item

A 2023 LinkedIn post on the "dual bottom line benefit of English upskilling" — the mission thesis for EnGen. It received 45 likes. That is the visible extent of his public voice on the company's subject matter across five years as CEO.

Family posture

Wife: Anne M. Levin. Uses "Levine" professionally — NPI 1750759437 as "Anne Levine, RN," still registered in Dryden NY (Ithaca area) 14 years after the Kensington MD property purchase. Zero FEC donations, zero community-organization memberships located in the DC area, sparse Facebook presence (FB ID 1229975403, 202 area code).

Children: No publicly-visible records. 4BR/4BA house and school-nurse wife suggest family, but no public presence is traceable.

Siblings: Brother Roger Levin (DDS, dental consultant — publicly visible, author of 68 books, FEC $4,391). Sibling Craig Martin Levin has a "limited public profile." Relative Renee Levine Packer is a publicly visible arts administrator. The Levin family contains visible members; Gregg chose a quieter lane.

The IP assignment chain

The ten US patents Brown invented have moved through three corporate structures, visible in USPTO assignment records:

2014 Inventors (Nielson/Brown + Kirkham, Tyson, Breen)
→ assigned to
2014 Voxy, Inc.
→ Apr 21 2022 — IP Security Agreement ($10M credit facility collateral)
Apr 21 2022 Espresso Capital Ltd (Toronto, Ontario)
→ Nov 21 2025 — Assignment of Assignor's Interest
Nov 21 2025 Voxy Holdings Ltd

The April 21, 2022 IP Security Agreement was filed publicly at USPTO two months before the June 2022 press announcement of the Espresso Capital $10M venture debt facility. The collateral was secured before the debt announcement went out.

Voxy Holdings Ltd (the November 21, 2025 assignee) is not visible in the major Western corporate registries. Likely jurisdiction: Ontario or Federal Canada, consistent with Espresso Capital's Toronto base. The November 2025 transaction occurred the same month Voxy Inc. was sold to KnowledgeMotion/Espresso Capital in a distressed sale.

None of this was announced by EnGen, Voxy, or Espresso. It is discoverable only through USPTO assignment search.

Inclusion rule. Every item below is documented in a SEC filing, court docket, USPTO record, FEC entry, corporate registry, or dated press source. None of it is analyst inference. It was cut from the main profile because it describes the ecosystem Brown and Levin operate inside, not either person specifically.

Voxy Inc.'s November 2025 distressed sale

The entity EnGen was spun out of — Voxy, Inc. — underwent a distressed sale in November 2025 to KnowledgeMotion / Boclips (Espresso Capital's vehicle). Same month as the USPTO patent reassignment from Espresso Capital Ltd to Voxy Holdings Ltd.

The KnowledgeMotion/Boclips CEO is Muhammed A. "MAC" Chaudhry, confirmed April 2025 (BusinessWire). Chaudhry's prior role: President & CEO of Silicon Valley Education Foundation (SVEF) for 16 years, 2001–2017. His departure from SVEF was abrupt (Mercury News, Sept 11 2017 — announced Friday, effective Monday, no explanation, successor not named for 10 months). 2017–2025 gap filled with MAC Capital Partners (his own firm), DJM Capital Partners, Demco Europe Ltd, Horizon Test Prep, Religion News Foundation, and Ahmadiyya Muslim Community USA (Communications Director).

Appointed director of Fluentify Group Ltd and Fluentify UK Ltd on 2025-11-17 alongside Hutchins.

Segal v. Rethink Capital Partners — active litigation inside the investor firm

Rick Segal (EnGen founding director, Voxy Inc. board member since Aug 2013, Rethink MP) was forced out of Rethink Capital Partners in October 2024. His subsequent litigation:

2025 NY Slip Op 50566-UNY appellateApril 10, 2025 — court invalidated the Andersen Tax $4.74M valuation of Segal's 40.9% stake in Rethink

Segal claims his 40.9% was worth $20M+; Andersen had valued it at $4.74M. Signed a separation agreement in 2022. Heart transplant in 2009. Named defendants in his suit: CEO Douglas Ray, COO Michael Walden, CIO Jonathan Winer, CFO Shak Chowdhury — breach of fiduciary duty, fraud, breach of contract, conspiracy.

Rethink Education fund mechanics — the investor's own runway

Bennin status — SEC filing vs. public bios diverge. SEC Form D/A April 2026 shows Andre Bennin removed from Fund IV GP. As of April 2026, Rethink's own firm bios and the Rethink Education Impact Report 2024 still list him as Managing Partner. The divergence is unresolved.

AllHere Education — same-seed precedent from the same investor

Rethink led the 2020 seed at AllHere Education, an education-AI company that won the LAUSD Ed1 contract. The pattern ended publicly:

Nov 2024CEO Joanna Smith-Griffin charged by DOJ — securities fraud, wire fraud, aggravated identity theft, $10M scheme
2024AllHere filed Chapter 7 bankruptcy
2024–2025Impact-investor press (The 74 Million, ImpactAlpha) named Rethink-appointed board members as having failed governance oversight

This is a Rethink-ecosystem precedent. AllHere is a different company from EnGen; Brown and Levin have no personal involvement. The reason it sits in the upstream dossier at all is that it was a same-pattern Rethink seed that ended in named-board criticism — one of the public precedents in edtech governance.

K12 Inc. litigation during Levin's 2010–2017 tenure

While Levin ran the Fuel Education division from $5M to $120M, K12 Inc. was generating the following documented settlements and regulatory actions:

ActionAmount / Outcome
CA AG investigation$168.5M settlement
Securities class action (E.D. Va.)$6.75M settled July 2013
Tarapara v. K12 Inc. (3:16-cv-04069, N.D. Cal.)$3.5M settled May 2019
NCAA24 K12-affiliated schools rejected for NCAA eligibility
FloridaNon-certified teacher probe
Colorado$800K+ reimbursement ordered
Approximate total documented~$178M in settlements during his division's tenure

K12 Inc. (now Stride, NYSE: LRN) has continued to accumulate regulatory issues post-Levin: Fuzzy Panda short report, Gallup-McKinley NM fraud complaint, ICE detention school contract. None names Levin.

Sylvan → Laureate — what the sister company became

When Sylvan Learning Systems split in 2003, the K-12 business became Educate Inc. (where Levin joined as VP of Sales at Educate Online, Baltimore). The international business became Laureate Education. Laureate's later history:

  • Bill Clinton, Honorary Chancellor, 2010–2015 — paid $17.6M across the tenure.
  • 2016 FCPA self-disclosure to DOJ and SEC regarding an $18M Turkish payment.

Levin was at the Educate Inc. side, not Laureate. The FCPA matter post-dates his departure. Noted for ecosystem context.

The Milken education network is still active in 2024–2026

KinderCare Learning Companies, Inc.NYSE: KLC. IPO October 2024 at $24/share, $662.4M raised. Partners Group retains 71%. This is the descendant entity of Knowledge Learning Corp (KLC), Levin's mid-2000s employer.
Lowell MilkenDec 2024 FEC filings list "Knowledge Universe Limited LLC" as his current employer. Entity is still active.
Stanley MaronLong-time Milken counsel, secretary of all Knowledge Universe entities per SEC EDGAR signature blocks. Law partner Richard Sandler is the Milken Institute's GLEIF registered agent.

Ben Black — the Apollo/Milken/Epstein adjacent node

Ben Black is Leon Black's son. Leon Black co-founded Apollo Global Management ($14B+ net worth), paid Jeffrey Epstein $158M in fees 2012–2017, and stepped down as Apollo CEO in March 2021.

Jan 2019 – Sep 2020Senior Portfolio Manager, Knowledge Universe Holdings — managing liquid credit, private credit, special situations (the Milken family credit book)
Sep 2020Left KU — one month before Voxy Nai Inc. was incorporated at Levin's home address
Oct 7, 2025Confirmed as CEO, US International Development Finance Corporation (DFC) — Trump appointee
FEC lifetime$53,000+ Republican

Nothing in the record ties Ben Black personally to EnGen. The data point is that the Milken/Apollo credit-management ecosystem was staffed and active during exactly the window when EnGen was being structured.

Guild Education — EnGen's primary distribution channel

EnGen's 2025 impact data shows 67% of learners access via employer (up from 58% in 2024), and employer access is "largely via Guild." Guild's own state in 2024–2026:

Murray's concurrent chair seats — the other Rethink portfolio companies

Beyond EnGen, Timothy Murray chairs two other Rethink-adjacent portfolio companies simultaneously:

Matthew Greenfield — Rethink MP, Stanford CLon 2025 Fellow

Matthew Greenfield is a Managing Partner at Rethink Education. He is named as one of 33 Fellows in the Stanford Center on Longevity Futures Fellows Assembly 2025 (DC). Levin spoke at that same 2025 assembly as a guest speaker — explicitly not a Fellow. BRIEF.md row 378 infers Greenfield likely arranged Levin's speaking invitation.

The only two public-facing Levin speaking engagements documented (ASU+GSV 2022 and Stanford CLon 2025) are ecosystem-mediated, not independently earned.

Why this material is in an appendix rather than the main profile

Each block above passes the documentation test (SEC, court, USPTO, FEC, corporate registry, dated press) but fails the profile test: it does not describe Brown or Levin themselves. It describes the firms, funds, colleagues, adjacent lineage, distribution partners, and prior precedents sitting around them.

A reader building an opinion about Brown or Levin should read this section knowing: they have not been publicly named in any of these matters. None of them are personal litigation, personal transactions, or personal statements. The presence of the material in the dossier reflects the density of the ecosystem, not personal culpability. That is the reason the profile's main body was written without it.
